In the book the http://svnbook.red-bean.com/html-chunk/ch04s07.html they mention both ways and I still think if I want to allow others to have commit right to part of the tree - a sister project - then it is better to do it from the root so they can have their own trunk/branch/tags. Luckily as I learn more about Subversion I see rearranging directories and files is very easy so even if later we see that the current layout is not good we can *easily* change it.
